The 3190 Series HC-814 is an economy hand tool for tensioning and bending free-end stainless steel banding clamps such as CV boot clamps and stainless cable ties. It applies tension to the band tail and folds the tail back over the locking buckle to complete the joint.

The HC-814 does not include an integrated cutter — the tail is trimmed separately with side cutters or snips after the bend is complete. For workshops doing occasional CV boot replacements, irrigation banding or general free-end clamping, the HC-814 is a budget alternative to the J020 tool with built-in cutter.
